Who legally owns your money? The DOJ’s answer
The Justice Department argued in court that cash isn’t property.

What if the government doesn’t treat your money as your property? That’s what the Department of Justice just argued in court, and under that view the money can be seized.

If that line of thinking holds, it opens the door for Washington to freeze savings and reach into retirement plans.

History shows a pattern. When governments run short of money, they take it from their citizens. That’s why some Americans are moving part of their wealth outside the system before the next lockdown.

An information kit lays out 3 strategies you can start on today, so someone else doesn’t end up controlling your money tomorrow.

Chip and cloud earnings are dragging the open. SPY is down 1.0%, QQQ 2.4% and IWM 0.5% (~07:20 ET). Intel is down 25% and Amazon 6%, with Reddit and Twilio each off more than 17%.

THE HEADLINE THAT MATTERS TODAY

Intel beat its quarter and still lost a quarter of its value before the bell.

MT Newswires via QuoteMedia · Oct 30, 2026 07:01 ET. “Intel Sees PC Market Slowdown, $300 Million Revenue Hit From Israel Plant Shutdown”

Third-quarter EPS of $0.52 topped the $0.40 estimate on $16.51 billion of revenue. The guide is what broke. Intel sees fourth-quarter sales of $15 billion to $16 billion and $0.25 a share, while the Street wanted $17.1 billion and $0.43. The stock sits near $68.50, down from a $92.07 close.

By 7:20 a.m. ET, Wells Fargo had cut its target to $80, Baird to $83, UBS to $80, Mizuho to $88 and Citi to $100. Roth moved to Neutral with a $70 target.

Who’s exposed: chip funds and Nasdaq-heavy money. Nvidia is down about 3% early, and an inverse chip ETF is up nearly 19%.

Next: Friday’s open decides whether this stays an Intel story or spreads into the rest of the group.

Wrong if: INTC gets back above $77, near Thursday’s after-hours print, by midday. That would say buyers read the guide as a one-quarter plant problem.

TOP PRE-MARKET MOVERS

1 · OSPN +20% ($24.22). OneSpan topped third-quarter earnings and revenue estimates after Thursday’s close (Zacks).

2 · WKHS +18% ($3.02). Workhorse signed a $10 million AI infrastructure development agreement, a day after announcing a modular AI partnership with UK-based RHAELM (Seeking Alpha, GlobeNewswire).

3 · NRXP +13% ($3.00). NRx Pharmaceuticals got FDA approval for its ketamine formula with no preservatives, ahead of a Nov. 10 goal date (GlobeNewswire).

Quotes as of ~07:20 ET. Market values run near $890 million for OSPN, $33 million for WKHS and $130 million for NRXP. OSPN volume is light so far, so treat its early print with care.
